Motor Carrier Prefix Classification Guide

The following is an attempt to help decode the eleven (11) letter prefixes - "A" through "L" - that were introduced in 1935 by providing the legislative definition found in the Highway Act (and subsequent legislation) as well as examples of the plates (and the vehicles they were attached to) out in the wild:

A = Public Passenger Vehicle

Public Passenger Vehicle: means a motor-vehicle, with or without a trailer attached, which is available for use by the public and is operated at any time or from time to time on a highway over a stated route or between fixed termini or on a regular time or toll schedule by, for, or on behalf of any person who charges or collects compensation for the transportation of passengers or passengers and freight in or upon the motor-vehicle or trailer.

TRANSLATION: The "A" prefix was generally assigned to municipal buses.

B = Limited Passenger Vehicle (over 7 passengers)

Limited Passenger Vehicle: means a motor-vehicle, other than a public vehicle, which motor-vehicle, with or without a trailer attached, and whether available or not for use by the public, is operated at any time or from time to time on a highway by, for, or on behalf of any person who charges or collects compensation for the transportation of passengers or passengers and freight in or upon the motor-vehicle or trailer.

TRANSLATION:

 

C = Limited Passenger Vehicle (7 passengers or less)

Limited Passenger Vehicle: means a motor-vehicle, other than a public vehicle, which motor-vehicle, with or without a trailer attached, and whether available or not for use by the public, is operated at any time or from time to time on a highway by, for, or on behalf of any person who charges or collects compensation for the transportation of passengers or passengers and freight in or upon the motor-vehicle or trailer.

TRANSLATION: The "C" prefix was generally assigned to taxi cabs.

D = Public and Limited Passenger Vehicle

Public Passenger Vehicle: means a motor-vehicle, with or without a trailer attached, which is available for use by the public and is operated at any time or from time to time on a highway over a stated route or between fixed termini or on a regular time or toll schedule by, for, or on behalf of any person who charges or collects compensation for the transportation of passengers or passengers and freight in or upon the motor-vehicle or trailer.

Limited Passenger Vehicle: means a motor-vehicle, other than a public vehicle, which motor-vehicle, with or without a trailer attached, and whether available or not for use by the public, is operated at any time or from time to time on a highway by, for, or on behalf of any person who charges or collects compensation for the transportation of passengers or passengers and freight in or upon the motor-vehicle or trailer.

TRANSLATION: The "D" prefix was generally assigned to private buses operating between communities (and to points outside the province) - i.e. Greyhound.

 

E = Limited Freight Vehicle

Limited Freight Vehicle: means a motor-vehicle, other than a limited passenger-vehicle or a public vehicle, which motor-vehicle, with or without a trailer attached, and whether available or not for use by the public, is operated at any time of from time to time on a highway by, for, or on behalf of any person who charges or collects compensation for the transportation of freight in or upon the motor-vehicle or trailer.

TRANSLATION:

F = Limited Passenger and Freight Vehicle

Limited Passenger Vehicle: means a motor-vehicle, other than a public vehicle, which motor-vehicle, with or without a trailer attached, and whether available or not for use by the public, is operated at any time or from time to time on a highway by, for, or on behalf of any person who charges or collects compensation for the transportation of passengers or passengers and freight in or upon the motor-vehicle or trailer.

Limited Freight Vehicle: means a motor-vehicle, other than a limited passenger-vehicle or a public vehicle, which motor-vehicle, with or without a trailer attached, and whether available or not for use by the public, is operated at any time of from time to time on a highway by, for, or on behalf of any person who charges or collects compensation for the transportation of freight in or upon the motor-vehicle or trailer.

TRANSLATION:

 

G = Public Freight Vehicle Class 2

Public Freight Vehicle: means a motor-vehicle, other than a public passenger-vehicle, which motor-vehicle, with or without a trailer attached, is available for use by the public and is operated at any time of from time to time on a highway over a stated route or between fixed termini or on a regular time or toll schedule by, for, or on behalf of any person who charges or collects compensation for the transportation of freight in or upon the motor-vehicle or trailer.

Class II public freight-vehicles, comprising public freight-vehicles which are operated only on a regular time schedule and regular route or on a regular time schedule between fixed termini.

TRANSLATION:

H = Public Freight Vehicle Class 3

Public Freight Vehicle: means a motor-vehicle, other than a public passenger-vehicle, which motor-vehicle, with or without a trailer attached, is available for use by the public and is operated at any time of from time to time on a highway over a stated route or between fixed termini or on a regular time or toll schedule by, for, or on behalf of any person who charges or collects compensation for the transportation of freight in or upon the motor-vehicle or trailer.

Class III public freight-vehicles, comprising public-freight which are neither operated on a regular time schedule and regular route nor on a regular time schedule between fixed termini.

TRANSLATION:

J = Public Freight Vehicle Class 1

Public Freight Vehicle: means a motor-vehicle, other than a public passenger-vehicle, which motor-vehicle, with or without a trailer attached, is available for use by the public and is operated at any time of from time to time on a highway over a stated route or between fixed termini or on a regular time or toll schedule by, for, or on behalf of any person who charges or collects compensation for the transportation of freight in or upon the motor-vehicle or trailer.

Class I public freight-vehicles, comprising vehicles which are operated as public freight-vehicles at certain times on a regular time schedule and regular route, or on a regular time schedule between fixed termini, and at other times as public freight-vehicles otherwise than in the foregoing manner.

TRANSLATION:

K = Private Freight Vehicle Class 3

Private Freight Vehicle: means a motor-vehicle, with or without a trailer attached, which is operated at any time of from time to time on a highway for the transportation of freight, without any compensation being charged or collected by any person for the transportation of freight in or upon the motor-vehicle or trailer.

Class III private freight-vehicles, comprising every private freight-vehicle owned by and operated by or on behalf of a bona-fide farmer and used exclusively for the transportation of his own agricultural, orchard, or dairy products produced on his farm, or his live stock, or supplies and commodities for his farm, but not including private freight-vehicles used for transportation in connection with a farm operated wholly or chiefly for the raising or growing or the marketing of nursery stock, ornamental trees, shrubs, flowers, bulbs, or mushrooms; nor for transportation of forest products, except in connection with actual clearing of his land for agricultural purposes; nor for the transportation of any commodity by a farmer for resale.

TRANSLATION: The "K" prefix was generally assigned to trucks used by farmers to transport thier produce.

 

L = Private Freight Vehicle Class 1

Private Freight Vehicle: means a motor-vehicle, with or without a trailer attached, which is operated at any time of from time to time on a highway for the transportation of freight, without any compensation being charged or collected by any person for the transportation of freight in or upon the motor-vehicle or trailer.

Class I private freight-vehicles, comprising all private freight-vehicles other than those classified as Class III private freight-vehicles.
